Dean Edward Miller, age 83, of Fairfax, VA, passed away on Tuesday, December 3, 2013. He was born in Iowa and raised in VanMeter, Iowa.

Dean served in the United States Air Force for four years during the Korean War as a 1st Lieutenant and a pilot. After his military career he attended Drake University, Phi Beta Kappa, in Des Moines, Iowa and Harvard Law School graduating in 1960 with a JD. He was employed by United States Department of Treasury serving as the Deputy Comptroller of the Currency which was a Presidential appointment. After retiring from the US Treasury, Dean continued as an attorney with Kirkpatrick-Lockhart & Gates Law Office. Dean was admitted to practice before the Supreme Court of the United States and was a member of the Illinois Bar Association, Chicago Bar Association, and District of Columbia Bar Association. Dean enjoyed ushering at St. Ambrose Catholic Church and was an avid tennis player.
Dean will be remembered by his loving wife, Senator Emilie Miller; and their children, Desiree Miller and husband Paul Naranjo and son Edward Miller and wife Ashley McKnight. He will also be remembered by his grandchildren, Veronica Naranjo and Dean Naranjo; brother-in-laws, Anthony Feiza and Joseph Feiza; and several nieces and nephews. He was predeceased in death by his parents, brother and sister.

Relatives and friends are invited to a gathering for Dean at Everly Funeral Home, 10565 Main St., Fairfax, VA Sunday, December 8, 2013 from 2 to 4 p.m. and 6 to 8 p.m.
A Funeral Mass will be held, Monday, December 9, 2013 at 11 a.m. at St. Ambrose Catholic Church, 3901 Woodburn Rd., Annandale, VA with a reception to follow in the parish hall. Interment will be announced at a later date at Arlington National Cemetery. Professional Background

Mr. Miller began practicing law in Chicago in 1960, as member of house counsel for the First National Bank of Chicago.
From 1961-1999, Mr. Miller held various positions at the Office of the Comptroller of the Currency (OCC). He began his career with the OCC in 1961, when he served as Attorney-Advisor to Comptroller Saxon on a wide range of issues, including drafting and following through to enactment of trust power transfer legislation, shifting this authority from the Federal Reserve to the OCC.

From 1962-1978, Mr. Miller held the position of Deputy Comptroller for Trusts, where he was responsible for the Trust Examinations Division. From 1982-1986, he served as the Deputy Comptroller for Trusts and Securities.
Mr. Miller was the Deputy Comptroller for Compliance from 1986-1990, where he was responsible for Trust, Investment Securities and Consumer Activities Division. In addition, he was in charge of the creation and implementation of the OCC’s Compliance Program.

In 1990, Mr. Miller was promoted to the position of Senior Advisor for Fiduciary Responsibilities. In this position, he advised and assisted in the development and implementation of supervisory policies relating to the fiduciary activities of national banks.
